Not sure who invented it, but its a desperation weapon, only meant to be used when absolutely necessary, meaning, "you're dead whether you use it or not; might as well take them down before they get me and risk the chance of radiation afterwards." This weapon would certainly give the soldier of the 1960s a lot of anti-armor capability, which was a big problem for the USA since the USSR had so many tanks. Remember, this predates the man-portable guided missile launchers we have today.

PU238 and U235 are the isotopes used do differentiate weapons grade material. a sample of uranium is "weapons grade" if it is over 90% U235. So in that sense any PU238 or U235 is weapons grade.
